Project Name: PW: Balls Ford Road Organic Waste Processing Facility

Project Description: This state-of-the-art facility will recycle over 80,000 tons per year of organic waste (yard waste and food waste) into high-value compost, soil products, and non-synthetic fertilizers. This facility will provide several benefits to the County: A long-term solution to yard and food waste management; Foundation for developing a comprehensive County and Region organic waste management program; Increased organics processing capacity; food waste and yard waste will further provide waste diversion to extend landfill life; Increased County recycling rate; Private investment in our community and 20-25 new jobs.

1/25/2021The Second Amendment to the Amended and Restated Service Agreement was signed by the Board in December 2020. New technology has been developed since original service agreement. Phase II will now use "Invessel Advanced Composting” to replace ”Anaerobic Digestion.”
6/26/2020Facility will increase capacity to process yard waste and food waste. County considering ordinance change to require mandatory collection of yard waste by refuse haulers in FY21.

8/16/2021A letter was sent to contractor regarding a breach of the Service Agreement for failing to properly maintain and operate the Phase I leachate system and failing to secure financing for Phase II within the 120-day period. beginning on December 9, 2020. The letter provided 30 days to cure the breach or reach an agreement with the County on a reasonable plan to cure.
1/25/2021Phase I of the construction was completed in July of 2020. Site is now taking Category 1, 2 and 3 food waste. Phase II construction (In-vessel Advanced Aerobic Composting) will begin late spring of 2021, with a scheduled completion date of August 2022.

10/1/2020Based on the initial contract, effective 10/1/2020, the beginning of Phase I Operations start date, Solid Waste will pay the vendor $1/ton more to process material. Vendor will pay the County $50,000 annually towards Revenue Sharing.
6/26/2020Project is privately funded through a public private partnership and Agreement with contractor. County will pay per ton amount to contractor to process material in accordance with Agreement.
